   「局長應該是一個西裝筆挺又正經的人吧」,在聽到我們要訪問的人是科學園區管理局局長的當下,我們心中浮現出了這樣的想法。「喂,局長來了,快點站起來。」老師小聲地提醒我們要和局長打招呼,我們的思緒也因而被拉回現實。走進會議室的是一個面容和藹但又不失威嚴的人──他就是我們今天所要訪問的科學園區管理局局長,黃得瑞博士。

  

     「請問稱呼您『局長』可以嗎?」為了要先弄清楚如何稱呼才不失禮,雙語部的Tina先開了個頭。局長對於這個突如其來的問題似乎顯得有些不知所措,但點頭同意了這樣的稱呼。幾秒鐘的沉默之後,我們便向局長拋出了第一個問題:「請問您在求學的過程中有沒有什麼樣的特別經驗,或是光榮的時刻願意和實中的學子分享的?」問完之後,見局長沒有露出不耐煩的神情,我們鬆了口氣,靜待他的回答。「嗯……一時之間不知道該怎麼回答……」局長的這一句話讓我們緊張萬分,深怕這場訪談將在斷斷續續尷尬的氣氛當中持續。「……其實,我在唸博士班之前先出去工作了十年左右……」局長這樣開始了他的回答。接著他緩緩道出了自己的工作經驗,並且說出了因為工作而獲得的各種體悟使得他在唸博士班寫論文時特別地順手,並在進行博士期間申請了國內外的數項專利。說到這兒,局長不禁露出了一抹微笑。看到了這個笑容,包括老師在內,我們都徹底的放鬆了下來,不再緊張僵硬地坐在椅子上。打鐵趁熱,我們在局長回答完之後又緊接著問下一個問題:求學過程中哪些人對他的影響最大?黃局長毫不猶豫地說出「兩位教授」,一是就讀台大物理研究所時的指導教授,另一位是在美國讀書時的博士指導教授。「『創新』,」他說,「這兩位教授讓我了解了這個詞的真正意義。」局長指出,所謂的創新並不是在固有的結果之中尋求不同,而是循著最簡單最基本的實驗方法發掘出不同的結果,再予以延伸。「總歸一句,就是『不要受限於現有理論』」。

  既然提到了他學生時代的種種,那就不免要請問他一下他的興趣──國樂。正處於高中階段的我們相當的好奇,當年也同樣是高中生的他到底是如何在龐大的課業壓力和緊湊的校園活動當中依然兼顧國樂的呢?一聽到這個問題,局長先是深深地嘆了一口氣,接著表示國樂對他來說是一個讓他十分沉迷的興趣,我們也在局長侃侃而談中窺見他對國樂的熱忱:譬如說他曾經利用了將近一年的時間將不起眼的竹子製作成能當作手杖卻又可以吹出輕快悅耳音符的笛子,也曾經擔任國樂檢定的評審、甚至還深入研究了古箏的結構和發音原理並且出版了一本「古箏專輯」等等;局長整理了一下情緒,說:「對於學業和興趣當然要有所取捨啦,」他看了看我們,「課業還是比較重要的」。
  
     

      結束了有關於學業方面的討論,我們將時空從過去拉回到現在,提出了有關於「局長」這個職位的問題。「您對於園區有什麼計劃或展望嗎?」和局長相處了半個多小時之後,我們提問的口氣不再像先前那樣拘謹了。不過局長此時卻停頓了一下,認真地思考到底應該怎麼回答我們這些小鬼頭這種屬於政策上的問題。也許是題目太過於籠統,他沒能一言道盡他內心中所有的想法,因此這時我們又追問了一個問題:「最近您提出了開放園區觀光的想法,那麼能不能夠略述一下這個計劃的大致內容?」也許是因為我們特別留心局長上任後的行政方向,一提到這個問題局長便眼睛一亮,迫不及待地開始述說他對園區開放觀光的構想。「這個計劃為的是要引進國內外優秀的人才進入科學園區,帶入新的思想、新的文化、新的科技,進而促進科學園區產業的進步,甚至是進軍國際。」開放觀光,局長目前著手於環境的改造,而最與實中息息相關的便是靜心湖的整治──不知道大家還記不記得,一直到幾個月前都還掛在靜心湖邊亭台樓閣建築上面的「廁所」牌子?廁所早已廢棄不用,但多少年來牌子都還在;一直到今年因為黃局長的徹底翻新,這個招牌才得以拆除。不僅如此,靜心湖的人行步道已經翻修完成,環境也整體美化,更增加了環湖自行車道。局長開心地說,不久之前才在湖邊舉辦的「科學園區創意趕集文化嘉年華」讓靜心湖大獲好評,有著名的表演者甚至還開心地向局長表示這裡優美的環境讓他越唱越起勁。另外,定時定點的開放參觀科學園區探索館、園區一、二、三期、科技生活館及靜心湖等,也是局長計劃的一部份。局長認為,因開放觀光而美化的環境不僅是提供給外國科技人士欣賞,也希望園區員工能夠善用附近的小角落來放鬆身心上的壓力,進一步的提升大家的工作效率,更希望將這樣一個美好的環境分享給全台的民眾,他歡迎大家都來園區走一走,看一看。
     
     

     話說實驗中學也是園區發展當中相當重要的一環,不知道局長對於我們學校有沒有一些想法或是計劃?局長說,實中將許多人才留住,並且吸引了許多國內外的優秀子弟進入就讀。而他相當讚賞雙語部的成立以及實驗部不同於一般學校的教育方法,強調實中不僅保留了台灣優秀的教育方法,更融合了美式的開放思考模式。黃局長希望實驗的孩子們都可以保有其他學校學生所較為缺乏的「活力」特質,舉他自己的兩個小孩為例:他們都畢業於實中,而他們也充分展現了此一「活力」特質,他們具備獨立思考能力,他們更清楚自己未來所要走的路,同時也擁有自己的一套讀書方法,不盲目追隨台灣特有文化──補習的潮流,因此而省下了許多時間用來運動與發展自己的興趣,不但身心發展更加健全,也使得他們更懂得如何妥善利用並分配時間。因為提到了局長的孩子,局長也一?道出了他對子女的教育方式。我們發現,他對於孩子是不過度施加壓力的,而且信任孩子的決策能力,對此,我們產生了一個疑問──「局長,若您的孩子表現不如自己或父母的預期,深受挫折且備感壓力的話,您通常是如何解決?」局長想了一下,說:「我都勉勵他們『不要太在意當下的成敗,之後做好就好了』。」畢竟,人生不如意之事十之八九,何必因為一時的失敗而不斷責備自己?我們一邊點頭贊同局長的話,一邊準備最後一個問題。

  「我們已經向您問了許多對於園區以及實驗中學的計劃,以及您的教育方式,可否請您以對園區的展望和期許為我們作一個結尾?」黃局長的眼睛中閃過了一絲失望的神情,大概是因為才正講得開懷吧,沒想到就快要結束了。「『重視服務品質和效率,打造世界第一的科學園區』。我們的目標是要讓科學園區成為一個國際的互動平台,而第一步我們所要做的便是致力於提供園區廠商更適合而且更好的國際競爭環境。」

  

      完成了最後一個問題,同時也結束了約長一個半小時的訪談。正當我們要準備合照之際,局長忽然從他的抽屜裡拿出一本厚厚的「古箏專輯」以及兩支笛子,它們馬上吸引了我們的注意力。在簡短介紹了一下這些東西的歷史之後,局長應我們的要求用最引起我們注意的「手杖笛」吹了一小段曲子。音符一出,我們幾個人便馬上被震懾住了!相對於那笨重的外表,一般人怎麼也不會想到居然能夠飄出如此優美而輕快的音符!但是時間已經不早,我們也不好意思再繼續耽擱局長的行程,拍完照,道過別之後我們便啟程返回學校。

  回想這次的訪談,真的是我們人生中的一次精采的體驗,不但從黃局長那裡獲得了許多學校不會教的寶貴知識,更了解到原來高高在上的人物並非都會令人望而生畏且距離現實生活非常遙遠,而是可以像黃得瑞局長一樣平易近人的的。回到了校園,腦中仍迴盪著他那美妙的笛音。這美好的音樂,為我們今天的訪談畫下了一個最完美的句點。



Interview with Director General Huang of the Science Park Administration
– Beyond the Suit and Tie

Initially, we were nervous to be in the same room as Dr. Huang, the new Director General of the Science Park Administration, since he manages the 770-hectare Science Park – Taiwan’s Silicon Valley. However, we soon got over our anxiety because he turned out to be sociable and full of past stories to share. After the interview, we found that Dr. Huang is not just the circumspect director of the Science Park; he is also a supportive father, an avid traditional Chinese musician, a talented writer, a bamboo pipe craftsman, and most importantly, a man with dreams for Hsinchu and Taiwan’s future. After ninety minutes of interviewing this multitalented man, we realized that Dr. Huang’s appearance as a busy director in a suit with a tie cannot reveal more than a sixth of his personality, skills, or past glories.

 

Influential People in Dr. Huang’s Academic Career
According to Dr. Huang, a major reason why Dr. Huang is successful in the spectrum of science, management, and music is that he studied under two influential professors in his academic career. One of these professors was Mr. Hsu, the Physics professor of the National Taiwan University for his Master’s Degree, who suggested that Dr. Huang spend less time on “the easy thesis papers” and instead find more time to mingle with some laboratory technicians and researchers. Initially doubtful of his professor’s advice, Dr. Huang later saw that by spending time with the technicians and researchers under the professor, he gained laboratory experience and self-confidence. The other significant professor was his Ph.D. professor Dr. James C.H.Li at University of Rochester in the U.S., who encouraged Dr. Huang to venture into “unexplored territory” and perform new and exciting laboratory work. By following this advice, Dr. Huang acquired the courage and passion to carry out novel experiments. Dr. Huang’s two professors helped him realized how important confidence, courage, and passion are in order to fulfill dreams. This realization still helps Dr. Huang today as he brainstorms new ideas for further improvement of the Science Park.

Dr. Huang’s Love for Chinese Music
Unlike many musicians, Dr. Huang plays the Guzheng (古箏) rather than the more popular piano or violin. His interest for this instrument started when he joined the Chinese Music Society at his high school. His love for the Guzheng empowered him to spend a lot of time each day practicing and polishing his skills. Luckily, he knew how to manage his time well, so he was still ranked among the top in academics at his high school. Dr. Huang’s great effort spent on perfecting his Guzheng skills later paid off. His ability to play the Guzheng helped him ease his stress in the past as a student and as a researcher. Also, as a young adult, he was asked to teach Chinese Music Societies in many colleges in Northern Taiwan and even wrote his own Guzheng tutorial book later on. Even though he no longer has time nowadays to play the Guzheng, he still has an avid interest in the Chinese instrument and grasps any opportunity to show his skills with it when given the chance.

 

Why This Job?
When asked why he accepted this job as Director General, Dr. Huang simply replied, “I feel that I am still very able to contribute much to the society.” Before accepting this job, he was already involved with projects aimed to keep Taiwan moving forward and to elevate Taiwan’s high-tech industries. When nominated to be the Director General of Hsinchu Science Park, Dr. Huang saw the job as an opportunity to help Taiwan’s industry and economy and reach his goals for Taiwan, so he naturally accepted the challenge.

Some Goals for the Science Park
One important change Dr. Huang brought to the Science Park is that he opened the Science Park to tourists. The purpose of this policy change is to make the Hsinchu Science Park globally known while simultaneously improving the image of Taiwan as a whole. He hopes that with foreigners visiting every now and then, there will be culture exchanges and the Science Park will expand its international connections. In the future, Dr. Huang also hopes to improve the environment of the Science Park for the stressed workers, replacing the present ambience of only work and pressure with more relaxing and beautiful surroundings. Up to now, Dr. Huang has already accomplished much toward this goal by increasing the amount of verdant land, renovating the lake area near our school, hosting culture innovation activities with renowned artists, and encouraging park companies to build fitness facilities for employees.

Dr. Huang’s Word to Students
Dr. Huang is no stranger to NEHS student life, since both his son and daughter are NEHS alumni. His children were initially Bilingual Department students, but later transferred to the Chinese side of the school. Amazingly, they got through the rough transition without extra classes and are currently successful young adults finishing up their education at prestigious universities. Referring to the story of his two children, Dr. Huang shares his philosophy with NEHS students and says, “There’s no need to be the first in everything. Everyone is flawed in some way, no matter how perfect they seem. If parents force their kids to be first, there will be negative effects. Instead of reprimanding kids for their wrongs, parents should encourage them to try harder next time and guide them with their decisions. Kids should pursue what they are passionate for because the strongest motivation comes from their own will and interests.” Dr. Huang thinks that his trust in his children to follow their own dreams has left him no disappointments. “I believe children deserve respect for their dreams.”
